Title VI and LEP Policy

Title VI Policy Overview

Title VI of the Civil Rights Act of 1964 states the following:
"No person in the United States shall, on the grounds of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.”

Tulsa Transit operates public transportation services and employs individuals without regard to:
• Race
• Color
• National Origin

Tulsa Transit is committed to complying with the requirements of Title VI in all federally funded programs.

Submitting a Title VI Complaint

Any individual who feels they have experienced unlawful discrimination under Title VI can submit a complaint at no charge. All complaints must be submitted over the phone, in person or by mail within 180 calendar days of the alleged incident. For your convenience, call 582-2100 to report your complaint with a customer service representative.

Discrimination Complaint Guidelines

In order for Tulsa Transit to investigate a complaint filed, the following guidelines must be met:

  • The issue must be one of discrimination, and specific criteria must be met to in order for Tulsa Transit to investigate the charge of harassment, discrimination and/or retaliation. 
  • It is necessary to show that persons of a different group (race, color, national origin) have been treated in a different manner or in the refusal or restriction of a facility or service. 
  • The complaint must be filed within 180 calendar days from the date of the alleged discriminatory act.

 
Completing the Discrimination Complaint Form

The following information is provided in an effort to assist you in the completion of the discrimination complaint form.

  • Please answer all sections of the applicable complaint form. In completing the form, please provide clear and concise information when describing the alleged discriminatory practice(s) and/or act(s). Incomplete forms will be returned without further processing.
  • For additional information or assistance in filing your complaint, contact Tulsa Transit’s Customer Service Center at 582-2100 (TDD: 584-7209).

Limited English Proficiency Policy Overview

This Limited English Proficiency Plan has been prepared to address MTTA’s responsibilities as a recipient of federal financial assistance as they relate to the needs of individuals with limited English language skills. The plan has been prepared in accordance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d, et se, and its implementing regulations, which state that no person shall be subjected to discrimination on the basis of race, color or national origin. Executive Order 13166, titled Improving Access to Services for Persons with Limited English Proficiency, indicates that differing treatment based upon a person’s inability to speak, read, write or understands English is a type of national origin discrimination. It directs each federal agency to publish guidance for its’ respective recipients clarifying their obligation to ensure that such discrimination does not take place. This order applies to all state and local agencies which receive federal funds, including the Metropolitan Tulsa Transit Authority (MTTA) which receives federal assistance through the U.S. Department of Transportation (U.S. DOT).
